ইংরেজি দক্ষতা পরীক্ষার দুই বছরের বৈধতার সমস্যা:
ইংরেজি দক্ষতা পরীক্ষার (যেমন IELTS) দুই বছরের বৈধতার বিষয়টি অনেক দিন ধরেই আলোচিত হচ্ছে। এটি নিয়ে নানা ধরনের প্রশ্ন উঠছে, বিশেষ করে যারা ইংরেজি ভাষায় দক্ষ এবং প্রমাণিত, তাদের জন্য।
প্রকাশনা এবং গবেষণা:
যখন একজন ব্যক্তি ইংরেজিতে ৪ বা ৫টি ভালো মানের প্রকাশনা (পাবলিকেশন) করেন, তখন তার ইংরেজি দক্ষতা সম্পর্কে কোনো সন্দেহ থাকতে পারে না। এসব প্রকাশনা দেখায় যে, তিনি ইংরেজি ভাষায় দক্ষ এবং তার গবেষণা কাজগুলো সফলভাবে সম্পন্ন করেছেন। এ ক্ষেত্রে আবার পরীক্ষায় অংশগ্রহণের প্রয়োজনীয়তা কেন থাকবে?
গ্রাজুয়েশন এবং ইংরেজি দক্ষতার তুলনা:
যখন কেউ একটি ডিগ্রী অর্জন করে, তা জীবনের জন্য বৈধ থাকে। তাকে আবার ২ বা ৫ বছর পর নতুন করে গ্রাজুয়েশন করতে হয় না। ঠিক তেমনি, যদি কেউ ইংরেজি দক্ষতা পরীক্ষায় উত্তীর্ণ হন, তাহলে তার প্রমাণিত দক্ষতা কি চিরকাল জন্য মনে করা যাবে না?
প্রতিষ্ঠানগুলোর ব্যবসায়িক কৌশল:
ইংরেজি দক্ষতা পরীক্ষার দুই বছরের মেয়াদ, সম্ভবত একটি ব্যবসায়িক কৌশল হিসেবে কার্যকর হচ্ছে। IELTS, TOEFL ইত্যাদি প্রতিষ্ঠানগুলি নিয়মিতভাবে পরীক্ষার ফি সংগ্রহের মাধ্যমে তাদের আয় বজায় রাখতে চায়। দুই বছর পর, যখন সনদের মেয়াদ শেষ হয়, তখন আবার নতুন করে পরীক্ষা দিতে হয়, যা শিক্ষার্থীদের এবং পেশাজীবীদের আর্থিক ও মানসিক চাপের কারণ হয়ে দাঁড়ায়।
গবেষণা, প্রকাশনা, বা উচ্চতর শিক্ষা ও ইংরেজি ব্যবহার:
যারা গবেষণা, প্রকাশনা, বা উচ্চতর শিক্ষায় নিয়োজিত আছেন, তাদের ক্ষেত্রে এই বাধ্যবাধকতা অপ্রয়োজনীয়। এসব ব্যক্তিরা প্রতিদিনই ইংরেজি ব্যবহার করেন এবং তাদের কাজের মধ্যে ইংরেজির প্রয়োগ অব্যাহত থাকে। অতএব, কেন তাদের আবার প্রমাণ করতে হবে যে তারা ইংরেজি জানেন?
ব্যবস্থার পরিবর্তন প্রয়োজন:
এই সিস্টেমটি পরিবর্তন করা উচিত। একবার ইংরেজি দক্ষতা প্রমাণিত হলে, সেটি আজীবন বৈধ রাখা উচিত অথবা অনেক দীর্ঘ মেয়াদে কার্যকর থাকতে পারে। এতে শিক্ষার্থীদের অর্থের অপচয়, সময়ের অপচয় এবং অপ্রয়োজনীয় মানসিক চাপ থেকে মুক্তি মিলবে।

The two-year validity of English proficiency tests (such as IELTS) has been a topic of discussion for a long time. Many questions have been raised regarding this, especially for those who are proficient in English and have already demonstrated it.
Publications and Research:
When someone has 4 or 5 well-regarded publications in English, there should be no doubt about their English proficiency. These publications demonstrate that they are capable of conducting research and have successfully completed work in English. In this case, why should they need to retake the test?
Comparison Between Graduation and English Proficiency:
Once someone earns a degree, it is valid for life. They don’t need to graduate again after 2 or 5 years. Similarly, if someone passes an English proficiency test, why shouldn’t that proficiency be considered valid for life or at least for a much longer time?
The Business Strategy of Testing Organizations:
The two-year validity of English proficiency tests seems to be more of a business strategy. Organizations like IELTS and TOEFL rely on continuous test fees to keep their businesses running. After two years, when the certificate expires, individuals are required to retake the test, which imposes financial and mental pressure on students and professionals alike. This becomes a major source of income for these testing agencies.
Research, Publications, and Higher Education:
For individuals involved in research, publications, or higher education, this requirement is particularly unnecessary. These individuals use English daily in their work, and their positions often require the constant application of English. So, why should they have to prove again that they are proficient in the language?
Need for System Change:
This system should be changed. Once a person proves their English proficiency, it should be valid for life or at least for a much longer period. This would relieve students and professionals from unnecessary financial burdens, time wastage, and avoidable mental stress.
